But competency testing for legislators is on hold indefinitely

Tax Analysts reports ($link) on testimony of the IRS directory of preparer regulation that "competency testing" for return preparers is "likely" to begin in October.

If the tax law itself were drafted competently, preparer competency wouldn't be an issue. Yet competency testing for Congresscritters and Treasury Secretaries doesn't seem to be on the table.
