I think the goal here is to make sure more kids don't get into the lead tainted products that caused this law to go into effect in the first place.
It's definitely going to be impossible to enforce, it seems like more of a "get the word out", to keep our kids safe from the products if at all possible. I'd be willing to bet that there is no enforcement effort, just information distribution.
Someone can always sell a bag of glass shards (old SNL bit), and clearly no parent would buy it. However, the lead laden products thing is not as obvious. I'm perfectly happy to see information being distributed in this manner.
They did a good job making sure that hand-made toys did not get trapped in the ban after the public clamored about it, and I think they are being as flexible as they can while still trying to make sure they are protecting the general population from something that can harm our kids.
