Money doesn't grow on trees. Not even in California.

Years of government profligacy are catching up to California. The Golden State will stall paying tax refunds by at least 30 days to preserve cash. Russ Fox and Kay Bell have details.
Maybe they could work out land sales. If they could sell just a bit of San Diego to Iowa - maybe the zoo - it would do wonders for our tourism industry.
