This is the cover of a new IRS brochure touting the benefits of electronic filing. One can only assume the model is supposed to look ecstatic about receiving her refund.
Of course, we are talking about the IRS here. Darker interpretations quickly come to mind. For example, why can't we see her right hand? Did she stick a fork in an a/c outlet? Is Special Agent Jones introducing himself with a "joy buzzer" handshake? The grimace and the electrified hairdo would fit either scenario. The "consider it done" motto has an ominous ring...
